Procedure on subdivision plats; appeals

A.(1) The secretary of the commission or his deputy shall issue a receipt showing the date, time, and sufficient description to identify any plat submitted to it for approval. (2) The commission shall approve or disapprove the plat within sixty days thereof, otherwise the plat shall be deemed to be approved and a certificate to that effect shall be issued by the commission on demand; however, the applicant for commission approval may waive this requirement and consent to the extension of such period. (3) The ground of disapproval of any plat shall be stated upon the records of the commission, with the recorded vote of each member included in the records. (4) No plat shall be disapproved by the commission without affording a hearing thereon. B. Any applicant or other person may appeal commission approval or disapproval of a subdivision plat to the town council or the police jury, as the case may be, under such procedures and provisions as shall be established in the subdivision regulations.
