A. The director or administrator of each state psychiatric hospital shall include the costs of maintenance and daily care of patients as an expense of the state psychiatric hospital and shall prepare budgets in accordance with the provisions of Chapter 1 of Title 39 of the Louisiana Revised Statutes of 1950. B. If financially able, the patient or his legal guardian shall reimburse the state psychiatric hospital for all or a part of the cost of his maintenance or daily care.
