As used in this Part: (1) "Community action agency" means a public agency or private nonprofit corporation having authority under its charter or bylaws, or both, to administer community action programs, which has been designated as a community action agency by the parish governing authority. (2) "Community action program" means a community based and operated program which provides services, assistance, and other activities of sufficient scope and size to give promise of progress toward the elimination of poverty in a community. (3) "Low income" means a household income level established by Louisiana Works, after public hearings, below which an individual will be qualified for services delivered through a community action program.
