No producer fees or other compensation or consideration shall be payable for coverage offered through the plan unless: (1) The producer is duly licensed by the commissioner. (2) The producer certifies to the health insurance issuer in writing, that to the best of his knowledge, the employer is a qualifying employer as required by this Subpart and the producer is required to meet all applicable producer provisions enumerated in this Title.
