Judicial appropriation bill; operational plans

A. The Judicial Budgetary Control Board shall refer to the judiciary's strategic plan for each level of court in the development of the judicial appropriation bill and its accompanying operational plan. B. The judicial appropriation bill shall, at a minimum, contain: (1) A line-item amount of funds requested for each component of the judiciary within each level of court requesting appropriated funds. (2) A program description of each level of court and any other judicial entities identified by the Judicial Budgetary Control Board in its annual operating plan. C. The Judicial Budgetary Control Board shall submit, together with the judicial appropriation bill as provided in R.S. 39:51(D), an operational plan which shall, to the maximum extent practicable, be consistent with the judiciary's strategic plan. D. The operational plan shall include a current statement of the missions, goals, objectives, and performance indicators for each level of court. Additionally, the plan shall contain, at a minimum: (1) A description of every new judicial program for which appropriated funds are requested. (2) A description of every existing program requesting an increase greater than fifty percent of appropriated funds over the prior year's appropriation.
