The order of business, as established by the rules of the House, shall not be postponed or changed except by a favorable vote of at least two-thirds of the members present; however, a legislative instrument may be placed in Special Order for consideration on a succeeding day by a majority of those present and voting if the standing committee which reported such legislative instrument has recommended such placement.
