At the second reading of each bill or joint resolution reported by committee, if it is ordered engrossed, it shall go on the calendar for third reading in its regular course. Each such instrument shall be placed on the calendar in the proper order of business in numerical order with other instruments advanced to the same order on the same day and these numerically ordered listings of instruments advanced to such order shall in turn be arranged according to the day of advancement to said order.
