Legislative instrument defined

The term legislative instrument is defined for the purpose of these rules as one of the following: 1) a bill; 2) a concurrent resolution; 3) a resolution. For the purpose of these rules the term bill shall include joint resolutions, unless the context clearly indicates otherwise. Mason's Manual: Sec. 145 and 146
