Procedure in the Committee of the Whole

The rules of procedure of the House shall govern in the Committee of the Whole insofar as they are applicable. Specifically, Rule 5.7 of the rules of the House which places a time limit on debate, and Rule 9.10(A) of the Rules of the House which allows the calling of the previous questions shall be applicable in the Committee of the Whole. Rule 9.10(B) of the rules of the House shall not be applicable in the Committee of the Whole. Mason's Manual: Sec. 687
