At any time the voting machine is out of order, as determined by the presiding officer or by a majority of the members present, the presiding officer shall so inform the membership. Thereafter, when any member wishes to speak in debate he shall rise from his seat and address the chair. When two or more members rise to be recognized at the same time, the presiding officer shall name the one who shall be first to speak. Mason's Manual: Sec. 91
