In the absence of the chairman and the vice chairman an acting chairman shall be elected by the favorable vote of a majority of the quorum present. The Speaker or the Speaker Pro Tempore, as ex officio members of the committee, may call the meeting to order and preside until such acting chairman is elected. Mason's Manual: Sec. 609
