Louisiana Code § HRULE 14.12

Consideration of instruments

No standing committee of the House shall take up a legislative instrument which originated in the House unless the author or one of the coauthors is present, or unless the author or one of the coauthors has given written consent to the committee to the bill's being taken up in his absence, unless the House directs the committee to report.
