A. A parent or guardian who refuses to consent to the medical care and treatment of his child as required by this Chapter may at any time execute a voluntary act of surrender pursuant to Title XI and place the child in the legal custody of the department or a licensed adoption agency. B. The department or agency shall immediately provide the treatment necessary for the child and shall make every effort to find an adoptive home for the child.
