(1) A public body shall have power to aid an agency within its area of operation and such aid may be authorized by a resolution or ordinance of the legislative body of such public body adopted by a majority of its members present at a meeting of such legislative body. A public body may aid an agency in the following manner and upon such terms, with or without consideration, as it may determine: (a) Dedicate, sell, convey or lease any of its interest in any property, or grant easements, licenses or any other rights or privileges therein to an agency; (b) Cause parks, playgrounds, recreational, community, educational, water, sewer or drainage facilities, or any other works which it is otherwise empowered to undertake, to be furnished in connection with a redevelopment project; (c) Furnish, dedicate, close, pave, install, grade, regrade, plan or replan public streets or ways or other public places which it is otherwise empowered to undertake; (d) Plan or replan, zone or rezone any part of the public body; make e xceptions from building regulations and ordinances; and any city may also change its boundaries; (e) Cause services to be furnished to the agency of the character which the public body is otherwise empowered to furnish; (f) Enter into agreements with res pect to the exercise by such public body of its powers relating to the repair, closing or demolition of unsafe, unsanitary or unfit dwellings; (g) Incur the entire expense of any public improvements made by such public body in exercising the powers granted in this section; and (h) Do any and all things necessary or convenient to aid and cooperate in the redevelopment of a development area. (2) Any sale, conveyance, lease or agreement provided for in this section may be made by a public body without appraisal, public notice, advertisement or public bidding.
