Issuance of building permits and certificates of occupancy in development area

After adoption of the development plan by the council, no building permit or certificate of occupancy shall be issued for any structure or use within the area (except for c onstruction or uses which are necessary for the immediate protection of the public health or safety) without the approval in writing by the agency, based upon a determination by the agency that the proposed construction is not inconsistent with the develop ment plan. Upon the sale or lease of the redevelopment project or any portion thereof by the agency, no building permits or certificates of occupancy shall be issued for any structures or uses that do not conform to the development plan.
