(1) The department may administer or assist in administering any state or local public welfare function by agreement be tween the fiscal court and the legislative body or officers, department, or agency in which the responsibility for administration of such activity is vested. Such agreements may include the performance of any duties and the exercise of any powers imposed u pon or vested in such legislative body or officer, department, or agency, with respect to the administration of such function. Such agreement shall be in writing by the other party to the agreement, in the necessary form, and the acceptance shall be in the form of a resolution of the fiscal court. When such resolution becomes effective, the exercise of the powers and duties to which the agreement relates, including those provided in KRS 98.010, shall be transferred to the department, and the other party sha ll be exempt from all further responsibility for the exercise of the powers and duties so transferred during the life of the agreement. (2) Such agreement may be revoked at the option of either party by a resolution or ordinance or order of the revoking party filed in the office of the county clerk, and a copy shall be delivered to the other party. Such revocation shall become effective at the end of the fiscal year occurring at least one (1) year following the filing of said resolution or order. In the abs ence of such revocation so filed, the agreement shall continue indefinitely. (3) The transfer of property and records of other state or local public welfare activities shall be according to the terms of the agreement.
