Disbursements to come from proceeds of bonds or appropriation by city

(1) All disbursements of the commission, including compensation to its members, officers and employees, shall come out of the proceeds of the sale of the bonds, or out of an appropriation by the city. (2) The legislative body of the city may make an appropriat ion to the commission out of any funds available, without an issuance of bonds or in addition to the bonds. (3) If the money provided for the use of the commission has been expended, the director of works shall notify the mayor and legislative body of the city, and the mayor and legislative body of the city shall forthwith decide whether the commission shall be dissolved or shall be continued. If the commission is continued, the legislative body of the city shall, by ordinance approved by the mayor, fix the limit of expenditures of the commission and shall pay same out of such funds of the city as they deem best until a new appropriation for work has been made or a new bond issue has been passed to provide further funds for the commission, or until such time as the mayor and legislative body of said city decide that it is best to discontinue the commission.
