Standards for establishing charges

In prescribing schedules of charges, and in determining the aggregate of revenues required to be raised, the governing body shall consider the cost and value of existing, planned and foreseeably needed sewer facilities, the cost of operation and maintenanc e, repairs, replacements, extensions and improvements, and financial requirements for the proper servicing of existing and prospective borrowings which may be necessary, or desirable. Charges may be varied by the city in its discretion.
