(1) Except as provided in subsection (2) of this section, the legislative body of a city of the home rule class, or urban -county government, may by ordinance provide for the establishment or abolishment of an auxiliary police force to perform special duties within the city on terms it deems proper. The ordinance shall prescribe the number of officers and men of such force and the manner of their appointment, and rules and regulations governing the powers and duties of members of such force. (2) No city containing a population of less than three thousand (3,000) based upon the most recent federal decennial census that is located within a county that contains a consolidated local government shall establish or otherwise provide for an auxiliary police force.
