During the temporary absence or disability of the mayor his office shall be administered and its duties discharged by the president of the board of aldermen. The compensation of the president of the board of aldermen for such services shall be determined b y the board of aldermen, but shall not exceed the rate allowed the mayor, and the compensation may be deducted in whole or in part from the salary of the mayor, as the board of aldermen determines.
