(1) Every survey shall be made by horizontal measurement. (2) In resurveying lands, the surveyor must execute the survey by the magnetic meridian, but he shall certify and show in his plat the degree of variation in the magnetic needle from the true meridian at the periods of the original survey and of the resurvey, if it can be done.
