The General Assembly hereby finds and declares that: (1) The general welfare and safety of the citizens of the Commonwealth of Kentucky in emergency situations depend in large measure upon a fully functional 911 emergency services system; (2) It is in the best interests of the Commonwealth to provide adequate resources to local governments for the effective delivery of life-saving 911 emergency services; (3) The authority granted and the purposes to be accomplished by KRS 65.750 to 65.760 and 65.7621 to 65. 7643 are proper governmental and public purposes necessary for the provision of 911 emergency services to the citizens of the Commonwealth; and (4) The CMRS service charges, as defined in KRS 65.7621(10), are vital to the provision of 911 emergency service s to the citizens of the Commonwealth and are intended to apply to each CMRS connection regardless of whether that connection is prepaid, postpaid, or uses free minutes.
