The local legislative body shall not acquire a scenic easement until the matter has been referred to its planning department or planning commission, where such planning body exists, and report thereon has been received from the planning commission. Within 30 days after receiving the proposal to acquire a scenic easement, the planning commission shall submit its report to the governing body. The governing body may extend the time for submitting such a report for an additional period not exceeding 30 days. Th e report shall contain a statement that the proposal is, or is not, consistent with the comprehensive plan of the jurisdiction where such plan exists. The report shall be considered advisory to the local legislative body and shall not be binding upon it or restrict its actions in the matter.
