Any city, county, charter county, urban -county government, c onsolidated local government, or special district, or any agency or instrumentality thereof, may display historic artifacts, monuments, symbols, and texts, including but not limited to religious materials, in public buildings and on public property owned b y that unit of government if the display is consistent with the requirements of KRS 42.705.
