Right of Parole Board and Department of Corrections to records

Upon the determination that a person is a youthful offender, the Cabinet for Health and Family Services, the Department of Juvenile Justice, and all other public agencies possessing records relating to the youthful offender shall, upon request, provide cop ies of the records to the Kentucky Parole Board and to the Department of Corrections. No record relating to the child, except records maintained by the youthful offender's defense attorney or the Department of Public Advocacy, if he was defended by that de partment, shall be deemed privileged from disclosure to the Parole Board.
