With the exception of the sheriff's county levy bond, and with the exception of those bonds upon which the premium is now paid by the state or county, each sheriff sha ll have a valid claim against the state for the amounts paid by him for premiums on the bonds required of him by law, when the bonds have been executed by an incorporated surety company authorized to do a surety business in Kentucky, and when the claims are verified by the sheriff's affidavit. This section is intended to supersede subsection (1) of KRS 62.140 with respect to sheriffs whose fees are paid into the State Treasury.
