When, by any procedure, an action is taken from one tribunal to another, and the latter gives final judgment, and proceeds to execute it without remanding the cause to the inferior tribunal, the tribunal rendering the final decision shall adjudge costs acc ording to the provisions of this chapter, and issue execution therefor.
