When a bill enrolled, either approved by the Governor or which became law without the Governor's signature under the provisions of Constitution Section 88, and which has been filed with the Secretary of State, contains language which is not identical to th at contained in the bill passed by the legislature, and when the variance is material, that language not conforming to the bill as passed shall be severed and shall be void.
