Claims to be paid by warrants -- Warrant authorizes Treasurer to pay -- Manner of authorization

(1) All claims against the state shall be paid by the Treasurer on the warrants of the Finance and Administration Cabinet. (2) All warrants issued in accordance with the provisions of this chapter shall, when signed by the secretary of the Finance and Administration Cabinet or an assistant designated by him or her, constitute full and sufficient authority to the Treasurer for the disbursement of public money in the amount set forth. (3) Signatures may be placed on the warrants by means of an approved mechanical device. A signed transmittal which lists warrants may be accepted in lieu of each warrant being signed. Electronic authorization, approved by the secretary of the Finance and Administration Cabinet, may be accepted in lieu of any signatures.
