When administration is taken in this state on the estate of a nonresident decedent, the residue of his personal estate, after payment of his debts to citizens of this state, may either be distributed and disposed of according to the law of the decedent's d omicile, and if he has a will it shall be governed by the law of his domicile, or, if the court thinks best and so orders, such residue may be transmitted to the personal representatives, if there are any, in the state of the decedent's domicile, to be disposed of there according to the law of that state.
