Use of simplified procedures for determining restoration of soil productivity on mined prime farmlands

The cabinet shall allow the use of a soil test or other simplified procedures to determine if soil productivity on mined prime farmlands has been r estored to levels that would allow average crop yields to equal or exceed the average yield of the reference crop, provided the methods are approved by the Office of Surface Mining.
