The powers and duties of the commission shall be: (1) To employ an executive director and other necessary personnel within the limits of funds made available; (2) To conduct research projects or make studies into and publish reports on discrimination in Kentucky; (3) To receive and investigate complaints of discrimination and to recommend ways of eliminating any injustices occasioned thereby; (4) To hold public hearings and request the attendance of witnesses; (5) To cooperate with other organizations, publ ic and private, to discourage discrimination; (6) To encourage fair treatment for all persons regardless of race or national ancestry; (7) To make an annual report to the Governor of its activities under this chapter.
