(1) The manager shall formulate, implement, and monitor a workplace safety program for all policyholders. (2) The manager shall develop a written workplace accident and injury reduction plan that promotes safe working conditions and which is based upon clearly stated goals and objectives. The manager or employees of the authority shall have reasonable access to the premises of any policyholder or applicant during regular working hours. (3) The manager or board shall refuse to insure or shall terminate the insur ance of any policyholder who refuses to permit on -site examinations or who disregards or fails to comply with workplace safety goals and objectives required by the authority as conditions for obtaining and maintaining coverage.
