The General Assembly finds and declares that: (1) Professional employer organizations provide a valuable service to commerce and the citizens of this Commonwealth by increasing the opportunities of employers to develop cost -effective methods of satisfying their personnel requirements and providing employees with access to certain employment benefits which might not otherwise be available; and (2) Professional employer organizations operating in this Commonwealth should be properly recognized and regulated.
