An order or a certified copy thereof, over the seal of the cabinet and purporting to be signed by the secretary, shall be prima facie proof thereof: (1) That such signature is the genuine signature of the secretary; (2) That such secretary is duly appointed and qualified; and (3) That the secretary and cabinet thereof are qualified to act.
