Except as otherwise provided hereinafter, no person shall practice landscape architecture in the Commonwealth of Kentucky or use the title of landscape architect or any title, sign, card or device indicating, or tending to indicate, or represent in any man ner that he is a landscape architect without first obtaining a license under the provisions of this chapter; it being the purpose of this chapter to safeguard the life, health, property and welfare of the public.
