(1) It is the declared policy of the General Assembly of Kentucky that the practice of nursing, and the practices of licensed certified professional midwives and dialysis technicians, should be regulated and controlled as provided herein and by regulations of the board in order to protect and safeguard the health and safety of the citizens of the Commonwealth of Kentucky. (2) All individuals licensed or privileged under provisions of this chapter and administrative regulations of the board shall be responsible and accountable for making decisions that are based upon the individuals' educational preparation and experience and shall practice with reasonable skill and safety.
