Except as otherwise provided in KRS 3.255 to 3.275, whenever the United States, or any agency thereof, shall request the Commonwealth to cede jurisdiction ove r any area, it shall be the duty of the Governor to transmit such request to the next session of the General Assembly for such action as it may deem proper.
