The department shall promulgate administrative regulations pursuant to KRS Chapter 13A to establish requirements and to set forth standards for household goods carriers, including but not limited to the: (1) Determination of weights; (2) Establishment of rates for accessorial services; (3) Types of discounts prohibited; (4) Prohibition against a carrier acting as an agent for another carrier; (5) Insurance provisions; (6) Information required on a receipt or bill of lading; (7) Information required on a freight bill; (8) Liability of carriers; (9) Estimation of charges; (10) Absorption or advancement of dock charges; (11) Information for prospective shippers; (12) Minimum weight shipments; and (13) Filing of tariffs.
