Kentucky Code § KRS 273.430

In order to accomplish its purposes, a community action agency may: (1) Borrow money for any of the purposes of the agency; (2) Issue debentures, notes, or other evidences of indebtedness, whether secured or unsecured, and secure the same by mortgage, pl edge, deed of trust, or other lien on its property, franchise, rights and privileges of every kind or nature or any part thereof or interest therein; (3) Apply for and accept loans, grants, and other assistance from any entity, public or private, including but not limited to the Commonwealth and the United States; and (4) Perform all acts and things necessary or convenient to carry out its purposes.
