Upon written petition signed by more than one -half (1/2) of the landowners residing within the boundary of the district of the corporation, or their agents, guar dians or personal representatives, the county judge/executive of any county in which the corporation exists shall appoint a board of commissioners consisting of three (3) landowners over twenty -five (25) years of age, residing in that county, not intereste d in the corporation and not owning any land within its district. Each commissioner shall be paid out of the treasury of the corporation not exceeding five dollars ($5) for each day's service.
