The board may employ a competent person as superintendent of drainage, for such time as it deems necessary. He shall be subject to the orders of the board, and shall look after all improvements under charge of the board and keep them clean, open and in goo d condition. The superintendent shall furnish bond for the faithful performance of his duties, to be approved by the board and to be in such penal sum as the board prescribes, in favor of the board and for the benefit of any party in interest. If no superi ntendent is appointed, his work may be done by the chief engineer or some other employee designated by the board. The superintendent, with the approval of the board, may employ any assistance necessary to the performance of his duties. All expenses incurre d shall be reported by the superintendent to the board, showing the improvement upon which the work was done or expense incurred. The superintendent shall receive a salary fixed by the board, not to exceed five dollars ($5) per day.
