When the owner of any lands, or any immediate or remote grantor or vendor of the owner, has given to a railroad, after February 25, 1893, a right -of-way through the lands free of charge, the entire fencing on the division lines between such lands and the r ightof-way of the railroad shall be done by and at the cost of the railroad.
