Change of horse's name -- Determination of class -- Misrepresentation of performance

(1) No person shall change the name of any horse for the purpose of entry for competition in any contest of speed, after the horse has once contested for a prize or stake, except as provided by the code of rules of the association under which the contest is advertised to be conducted. (2) The class to which a horse belongs, for the purpose of an entry in any contest of speed, shall be determined by the public perform ance of that horse in any former contest or trial of speed, as provided by the rules of the association under which the proposed contest is advertised to be conducted. (3) No person shall knowingly misrepresent or fraudulently conceal the public performance in any former contest, or trial of speed, of any horse that he proposes to enter in a contest, whether the horse is actually entered or not.
