Public nature of meetings and records -- Exception for trade secrets

All meetings of the authority shall be public, and the records of the authority shall be open to public inspection at all reasonable times except as otherwise provided in this section. All final actions of the authority shall be journalized, and such journ al shall also be open to the inspection of the public at all reasonable times. Any records or information relating to secret processes or secret methods of manufacture or production which may be obtained by the authority, acting in its public and governmen tal capacity, shall be confidential and shall not be disclosed.
