The chief engineer shall be superintendent of all the works and improvements, and shall make a full report to the board of directors each year, or more often if required. He shall make such suggestions and recommendations to the board as he deems proper, a nd shall advise the board concerning matters pertaining to engineering, design, construction and operation of the sanitation system and district. A copy of his reports shall also be filed with the commissioner of sanitation districts.
