Kentucky Code § KRS 220.120

Conclusiveness of certificate

The certificate establishing the district shall be deemed final and binding upon the real property in the district, and shall finally and conclusively establish the regular organization of the district against all persons except the state upon suit commenc ed by the Attorney General. The organization of the district shall not be directly or collaterally questioned in any action except as herein expressly authorized.
