(1) No person shall engage in the business of applying pesticides to the lands of another within this state at any time without a pesticide operator's license issued by the department. The department shall require an annual fee of one hundred dollars ($100) for each pesticide operator's license issued. (2) No license shall be issued unless the applicant holds a valid certification within this category. (3) No license shall be issued unless the applicant is registered as a dealer or is employed by a person who is registered as a dealer.
