For the purpose of supplementing, monitoring and enforcing the rights of residents in long-term care facilities, the cabinet shall take the following actions: (1) The cabinet shall design and distribute posters to all long -term care facilities which clearly detail how the resident and his responsible family member or his guardian or a visitor may make a written or oral complaint, anonymously if they so choose, to the cabinet in regard to the quality of care given by a particular facility. These posters shall be conspicuously displayed throughout each long-term care facility. (2) The cabinet shall take appropriate and necessary actions to insure that all of the rights of residents in long-term care facilities as defined by KRS 216.515 to 216.525 are upheld.
