(1) No later than October 1, 1996, the department shall promulgate administrative regulations to establish the standards for perform ing lead-hazard detection or lead - hazard abatement procedures in target housing or child -occupied facilities, taking into account reliability, effectiveness, and safety. (2) Any activity involving lead -hazard detection or lead -hazard abatement procedures in target housing or child -occupied facilities shall comply with administrative regulations promulgated by the department and shall use certified personnel.
